Plan targets greenhouse gas emissions and energy costs At 1,000 pages in length, the "Powering Up Britain" strategy is aimed at driving down the carbon emissions that contribute to climate change and - ministers hope - reducing energy costs for consumers. It includes plans to invest in nuclear power, renewable energy and carbon capture technology, a rebranding of a scheme to help insulate 300,000 homes and confirmation of £240m funding for green hydrogen projects. But does it go far enough? One academic suggests 20 million homes need better insulation, while energy companies say the power grid needs upgrading to allow the connection of new renewable sources. For Labour, the strategy amounts to "a weak and feeble groundhog day of re-announcements".

It’s due to happen in 2046. But ministers previously raised the prospect of bringing forward the change to the late 2030s. A further review - required by law every six years - is due. And the work and pensions secretary is expected to tell MPs today that it’s not the time to make changes. Any decision, it seems, must wait until after a general election.
